Magento 2 has native feature to enable html Minify from the Configuration setting in the admin panel.
Html Minification is not applied in developer mode.
To Minify html in Magento 2 via admin panel,
Go To Admin panel,
Click Stores -> Settings -> Configuration,
Select Advanced -> Developer Tab,
Open Template Settings section,
Html minify set to Yes,

Check CSS Merge is enabled or not using Magento 2 by isMergeCssFiles() method.
To Merge CSS files in Magento 2 via admin panel,
Go To Admin panel,
Click Stores -> Settings -> Configuration from the left sidebar.
Click on Advanced -> Select Developer Tab,
Open the CSS Settings section,
Choose Yes from the Merge CSS Files.

Check Javascript file Merge is enable using Magento 2 by isMergeJsFiles() from the ConfigInterface.
To Merge JavaScript files in Magento 2 via admin panel,
Go To Admin panel,
Click Stores -> Settings -> Configuration from the left sidebar.
Click on Advanced -> Select Developer Tab,
Open the JavaScript Settings section,
Choose Yes from the Merge JavaScript Files.
